Dr. Ian Noble, affiliated with ND-GAIN, wrote the chapter in the United Nations Environment Programme's Adaptation Gap Report: A framework for identifying and measuring adaptation gaps. The purpose of this chapter is to present and discuss options for defining and measuring an adaptation gap—or gaps—that can serve as a basis for future elaboration on areas of adaptation funding, technology and knowledge gaps.
